Instructions 

  1. Preheat your oven to 350°F (175°C).
  2. In a large bowl, combine flour, sugar, cocoa powder, baking powder, and salt.
  3. Add water, vegetable oil, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Pour the batter into a greased 8x8 inch baking pan.
  5. Bake for 25 minutes or until a toothpick inserted into the center comes out clean.
  6. Let cool before cutting into squares.
