Preheat your oven to 350°F (175°C) and line a baking sheet with parchment paper.
In a large mixing bowl, combine the oats, flour, baking powder, baking soda, cinnamon, nutmeg, and salt.
In another bowl, whisk together the melted coconut oil, maple syrup, and vanilla extract.
Pour the wet ingredients into the dry ingredients and mix until combined.
Fold in the grated carrots and raisins.
Scoop out tablespoon-sized portions of dough and place them on the prepared baking sheet. Flatten each cookie slightly with the back of a spoon.
Bake for 12-15 minutes, or until the edges are golden brown.
Let the cookies cool on the baking sheet for a few minutes before transferring them to a wire rack to cool completely.
