Instructions
1. Heat olive oil in a large pot over medium heat. Add carrots, celery, onion, and garlic. Cook until softened.
2. Pour in vegetable broth and bring to a boil. Reduce heat and simmer for 10 minutes.
3. In a mixing bowl, combine flour, baking powder, salt, and plant-based milk to form a dough.
4. Drop spoonfuls of dough into the simmering broth. Cover and cook for 15 minutes.
5. Stir in frozen peas and cook for an additional 5 minutes. Serve hot.
