Instructions
Preheat oven to 350°F (175°C). Grease and flour four ramekins.
In a bowl, mix flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add water, vegetable oil, and vanilla extract. Mix until smooth.
Divide batter among ramekins. Place a few chocolate chips in the center of each.
Bake for 12-15 minutes until edges are set but center is still soft.
Let cool for a few minutes, then invert onto plates and serve warm.
