Remove the leaves and stem from the cauliflower, but keep the core intact.
In a small bowl, mix together the olive oil, garlic powder, paprika, salt, and black pepper.
Brush the cauliflower with the olive oil mixture, making sure to coat it evenly.
Place the cauliflower in a baking dish and pour the vegetable broth into the dish.
Cover the dish with foil and bake for 1 hour.
Remove the foil and bake for an additional 30 minutes, or until the cauliflower is tender and golden brown.
Let it cool for a few minutes before serving.
