1. In a food processor, combine chickpeas, onion, garlic, parsley, cumin, coriander, salt, and baking powder. Pulse until mixture is coarse and grainy.
2. Add flour and water to the mixture. Pulse until well combined. The mixture should hold together when pressed.
3. Form the mixture into small patties.
4. Heat vegetable oil in a frying pan over medium heat. Fry the patties until golden brown, about 3-4 minutes per side.
