Preheat your oven to 375°F (190°C).
In a small bowl, mix ground flaxseed with water and let it sit for 5 minutes.
In a large bowl, combine rolled oats, grated carrots, chopped onions, chopped bell peppers, and chopped parsley.
Add the flaxseed mixture, garlic powder, onion powder, salt, and black pepper to the bowl. Mix well.
Form the mixture into patties and place them on a baking sheet lined with parchment paper.
Brush the patties with olive oil.
Bake for 30 minutes, flipping halfway through, until golden brown.
